As part of a class project, I'm trying to help a non-profit organization in Shreveport, La., better promote its annual Household Hazardous Waste Drop-off Collection Day. The event is in its 7th year, but citizen participation has steadily declined each year since the inaugural event. I'm thinking that one problem may be the location. The collection site is located in a centralized area of town, but the area is made up primarily of lower-income residents with low educational levels. Would it be better to relocate the event to an area of the city that -- while less centralized -- has the highest concentration of retail stores and higher-income, college-educated residents? My thinking is that all city residents are very familiar with the busier area and that residents of that area -- because of their demographic profiles -- might be more likely to participate in an HHW collection event. But I want to target the right audience. Any suggestions?

I have heard that somewhere in the US 'special' or hazardous waste are collected curbside along with the regular weekly curbside collection. Does anyone know where this happens and how it operates? I live in Union county and I am currently involved in a situation where my neighbor decided to (dry) scrape old paint from the side of her garage. She did not take any precautions to contain the paint chips and now it's 3 months later and she still hasn't even cleaned them up! I obtained a sample of the chips (since they also dropped onto my property - and also leached into the soil) and I sent them out to a lab for analysis. The report came back positive for lead (21% by weight). I contacted my local health dept.for guidance on how serious this is (I'm not familiar with environmental law but I am aware that lead is a heavy metal and is hazardous to the environment as well as to small children). The health officer I spoke with told me that there was "no law" in our town that they could enforce ... the only thing they could do is to get my neighbor to clean up the chips. When they contacted my neighbor, she did not believe the allegation, and so she wanted a copy of the lab report. We forwarded the report to our health officer and he forwarded it to her. She was still in denial and so he offered to take a sample of the chips from the garage and to have them analyzed. We should receive the results any day now. I'm thinking that even with a positive result on this test, my neighbor will still be adamant about not cleaning up and the town won't be able to really do much about it. The health officer already told me that he's been to court before in similar situations, and because there is no law in town (and he did not personally witness the act of the paint scraping) that his case will not be strong enough to win...The only recourse I have if the town does not go to court is to file my own civil complaint (at my own expense in time and money - just because my neighbor was acting irresponsibly!!!! I find this preposterous!) NJ is supposed to be really strict on containing/preventing environmental hazards and all local municipalities are not required to have something on their local books about environmental situations like this? I really believe if small businesses are having their feet held to the fire to be "environmentally correct" then municipalities should also be held accountable to the same standards.

I see that this Sat. is the last day to drop off waste at the South County Public Works Facility. We have some kerosene and oil that we would like to dispose of. This is in regards to a cloudy dirty water that is coming from the second floor apartment were i live and is falling into the basement floor below me. This has been going on for 1 year and i have been getting sick from it respiratory problems like never before, i have been on antibiotics for 9 months on and off . My mother has developed a horrific cough and I'm concerned about her health. She has done every test possible and still nothing can cure her cough. It's like a disease, that the doctors claim is not chronic. I beg to differ and I believe that over time her cough is wearing on her body and eventually it will catch up to seize my mother's life. I want to know if a zerox copy machine can give off odors and fumes which may be harmful to my health. My office is situated directly in back of a copy machine and at least one thousand copies are being made daily . The machine is constantly being used during work hours. Each time the machine is in use, I smell and inhale a strong odor which causes me to get a headace. Is this harmful. I asked my supervisor to remove the copy machine and they are finding all kinds of reasons not to indicating that there are no odors coming from the copy machine. The facility will be in a consortium of 11 of the surounding towns. We are not opposed to the idea of collecting HHW but we are opposed to the location of the site. The site will be located directly between our three town water wells. All three wells are within a quarter of a mile from the HHW site that plans to have collections twice a month for 11 towns with a total population of 160,000. We are concerned that if an accident were to happen our town water might be contaminated. Do you have any info or feelings that might help us to move these plans to another location? Thanks

Hello, I would like to set up a program in Philadelphia that will encourage residents to drop off their HHW at the scheduled sessions. Unfortunately, most residents either have no idea what HHW consists of, or do not care. I would like to use the many community centers in Philadelphia as a resource for community members, but I'm not sure what to use them for (gather residents for education sessions, etc...)as of yet.

I would like to entice residents by having the city offer something in return for dropping their HHW off. People tend to do things if they get something back immediately.

Finally, I want to localize the HHW dropoff. Some people have no way of getting their HHW to the scheduled dropff, so putting someone like a block captain in charge would seem ideal. The problem here is that you have too many untrained and uneducated hands handling HHW.

Any advice?

2. How do you verify a person's residence? (pertaining to question #1 - if applicable)

Questions regarding the proper disposal for a specific item.

We had an old above-ground oil tank in the basement of our house. In order to remove the bit of oil left in the bottom of the tank, we soaked it w/kitty litter. So now the tank is spic -n - span, but we've got bags of oil-soaked kitty litter to deal with.

Can this be dropped of at the haz waste p/u's?

How can I dispose of a small quantity (less than a quart) of .01 normal Sulfuric acid? Can it be sewered?

Answer: This is accepted at typical HHW disposal programs.  It is suggested you use an HHW program instead of the sewer unless you like drinking sulfuric acid.

I have a boat with a 25 gallon gas tank. The fuel in the tank is foul or contaminated. How can I dispose of 20 to 25 gallons of fuel ?
